The Royal Commission for AlUla (RCU) has lifted the suspension on land sales, purchases and related real estate transactions in selected areas of central and southern AlUla. This important step reinforces RCU’s commitment of placing people at the heart of development and creates a more attractive environment for urban investment and sustainable economic growth across AlUla.

The decision supports RCU’s broader commitment to strike a careful balance between protecting AlUla’s distinctive cultural and natural heritage and enabling responsible urban and economic development. It also aligns with the ambitions of Saudi Vision 2030. 

Since its inception, RCU has been shaping an integrated development model for AlUla, anchored in its rich history yet geared towards future growth. This includes major tourism assets, comprehensive urban planning and the delivery of essential infrastructure across transport, energy, water, telecommunications, community services and social development programmes. Key investments in health, education, culture and tourism further reflect RCU’s ambition to build a thriving, heritage-inspired living environment.

Lifting the suspension marks a significant milestone in AlUla’s development journey. It opens broader opportunities for citizens and investors to participate in a well-regulated real estate market, in coordination with relevant government partners.

Under the new decision, property owners and investors can complete sales, purchases and deed updates through the Real Estate Market Platform. The measure aims to stimulate the real estate and housing market, enhance the supply-and-demand balance, support market stability and diversify residential and commercial offerings across AlUla.

RCU also noted that individuals seeking building permits can apply through its website, where they can access approved land-use and architectural design guidelines. These resources help ensure that new developments reflect AlUla’s heritage, landscape and architectural identity, while upholding the highest aesthetic standards.

Meanwhile, RCU continues to enhance public services and infrastructure in line with the AlUla Vision, to elevate quality of life and accommodate future population growth. Ongoing projects include expanding road networks, energy and water systems, establishing new electricity generation stations and developing five strategic water storage facilities. Upgrades at AlUla International Airport and enhancements to healthcare services, such as Prince Abdulmohsen Hospital and several neighbourhood clinics, are also underway.

This announcement builds on the momentum of RCU’s second masterplan, Path to Prosperity, launched in August 2023. The plan complements the first masterplan, Journey Through Time, introduced in April 2021, forming a unified roadmap for the economic, social, cultural and urban progression of central and southern AlUla.

The second masterplan aims to define an architectural identity that blends authenticity with contemporary living, strengthen AlUla’s status as a global destination for culture, heritage and nature, and expand opportunities for residents. It also enhances conditions for private-sector investment, supports economic transformation, promotes sustainable mobility and elevates health and community services.

RCU affirmed that the decision to lift the suspension reflects the maturity of AlUla’s development and planning ecosystem, built through years of groundwork. It represents a renewed step towards comprehensive sustainable development grounded in community partnership. The move is expected to stimulate the local economy and reinforce AlUla’s position as a compelling destination for living, working and visiting.
